1. Company Licence & DM Registration

The first items on the Dubai contractor compliance checklist. The trade licence must be valid, issued by the correct authority (DED for mainland, the free-zone authority for free-zone contractors, or DIFC), and the contracting activity must be explicitly listed. The contractor must also be registered with Dubai Municipality under Law No. 7 of 2025, and the registration number and expiry date should be on file.

2. Staff Professional Competency Certificates (PCCs)

Every engineer, technician, and safety officer deployed on a Dubai project must hold a valid Professional Competency Certificate issued by Dubai Municipality. The checklist covers PCC number, issue date, expiry date, and category. Deploying uncertified personnel carries fines of AED 1,000 to AED 100,000 per violation under Law No. 7.

3. Subcontractor Approvals

Law No. 7 requires prior written approval from the DM Director General before engaging any subcontractor. The checklist covers each subcontractor's trade licence, classification, municipal approval number, approval status, and expiry. Informal or unapproved subcontracting is prohibited and carries fines up to AED 100,000.

4. Document Retention & Verification Readiness

Contractors must retain project records, approvals, and staff certifications for at least 10 years.
