Dubai Law No. 7 of 2025 (published 8 July 2025, effective 8 January 2026) established a unified Contractor Register managed by Dubai Municipality via the Invest in Dubai platform. Every contractor operating in Dubai — including free zones and DIFC — must now register, obtain a classification tier, ensure all technical staff hold valid Professional Competency Certificates (PCCs), get prior written approval for all subcontractors, and retain project documents for 10 years. Dubai Law No. 7 of 2025 regulates contracting activities in the Emirate of Dubai. Published 8 July 2025 and effective 8 January 2026, it mandates all contractors to register on the unified Dubai Municipality Contractor Registry, obtain classification tiers, ensure staff hold Professional Competency Certificates (PCCs), get prior approval for subcontractors, and retain documents for 10 years.
Fines range from AED 1,000 to AED 100,000 per violation for first offences. Repeat violations within one year are doubled up to AED 200,000. Additional penalties include suspension of activities (up to one year), classification downgrade, and deregistration from the Dubai Municipality Contractor Registry.
A PCC is a Professional Competency Certificate issued by Dubai Municipality. Under Law No. 7, all technical staff (engineers, technicians, safety officers) working on construction projects in Dubai must hold a valid PCC. Deploying uncertified personnel carries fines of AED 1,000 to AED 100,000.
